	Der Kommission ist bekannt, dass laut IBP 2003 vor allem folgende Maßnahmen im Rahmen der Finanzumstrukturierung geplant waren. Erstens: Erlass der öffentlichen Verbindlichkeiten, was einer staatlichen Beihilfe von 21,5 Mio. PLN entsprach (siehe 4.12.2). Zweitens: HLW führt seit 2000 eine kontinuierliche Vermögensumstrukturierung durch, die die Veräußerung unproduktiven Vermögens beinhaltet und die Finanzierung des Investitionsprogramms sicherstellen soll. [EU]	In detail, the Commission understands that the 2003 IBP specified the following measures for financial restructuring: firstly, public debt had been waived resulting in aid of PLN 21,5 million (see 4.12.2); secondly, HLW had, since 2000, been conducting some ongoing asset restructuring by selling non-productive assets, and this was supposed to generate funds to finance the investment programme.
