Auf seiner Tagung vom 19. und 20. Juni 2003 in Thessaloniki hielt es der Europäische Rat für erforderlich, dass im Anschluss an die Durchführbarkeitsstudie so rasch wie möglich Leitlinien in Bezug auf die Planung der Entwicklung des VIS, die geeignete Rechtsgrundlage für seine Einrichtung und die Bindung der erforderlichen Finanzmittel festgelegt werden. The European Council in Thessaloniki on 19 and 20 June 2003 deemed it necessary that, following the feasibility study, orientations should be determined as soon as possible, with regard to the planning for the development of the VIS, and the appropriate legal basis which will permit its establishment, and the engagement of the necessary financial means.

Außerdem ist in dem Plan darzulegen, wie folgende Vorgaben umgesetzt werden sollen: die Agenda von Thessaloniki, die Prioritäten für die Bekämpfung der organisierten Kriminalität und der Korruption, die auf der Londoner Konferenz von 2002 und auf der Ministertagung im Rahmen des Forums EU-Westbalkan am 28. November 2003 in Brüssel ermittelt wurden, sowie die Maßnahmen, die jedes der westlichen Balkanländer am 5. November 2003 in Belgrad auf der Tagung vorgestellt hat, die als Folgemaßnahme zur Konferenz von Ohrid über die integrierte Grenzverwaltung stattfand. [EU]

The plan should also indicate ways to pursue the Thessaloniki agenda, the priorities on fighting organised crime and corruption identified at the 2002 London Conference and at the Ministerial meeting held in Brussels on 28 November 2003 in the framework of the EU-western Balkans Forum and the measures presented by each of the western Balkan countries at the meeting of 5 November 2003 in Belgrade as a follow-up to the Ohrid Conference on integrated border management.

Außerdem ist in dem Plan darzulegen, wie folgende Vorgaben umgesetzt werden sollen: die Agenda von Thessaloniki, die Prioritäten für die Bekämpfung der organisierten Kriminalität und der Korruption, die auf der Londoner Konferenz von 2002 und auf der Ministertagung im Rahmen des Forums EU-Westbalkan am 28. November 2003 in Brüssel ermittelt wurden, sowie die Maßnahmen, die jedes der westlichen Balkanländer auf der Tagung am 5. The argument that the level of the price is set according to and justified by the circumstances of each individual casino, taking account of the objective of discouraging persons of low income from gambling, cannot be reconciled with the fact that the casinos of Mont Parnès and Thessaloniki, which apply the price of EUR 6, are both close to major centres of population in Greece.

As concerns the casino of Thessaloniki, it is noted that it benefits from the fiscal discrimination by assimilation with the casinos of Mont Parnès and Corfu as confirmed in the Presidential decree 290/1995, based on the Law of 1953, as described herein above.

Loutraki contends that it cannot be reasonably argued that administrative control and social protection could be achieved by different prices of admission tickets –; in casino Mont Parnès, only ca. 20 km from Athens city centre, by a ticket of EUR 6 while in casino Loutraki, ca. 85 km from Athens city centre, by a ticket of EUR 15, or respectively, in casino Thessaloniki, only ca. 8 km from Thessaloniki city centre (also at EUR 6), as opposed to casino Chalcidice, ca. 120 km from Thessaloniki city centre (at EUR 15).

The Thessaloniki European Council of 19 and 20 June 2003 approved the Council conclusions of 16 June 2003 on the Western Balkans, including the Annex thereto entitled 'The Thessaloniki Agenda for the Western Balkans: moving towards European integration', which provides that Community programmes should be opened to the Stabilisation and Association Process countries on the basis of framework agreements to be signed between the Community and those countries.
