[EU]	Notwithstanding the above, it should also be noted that even if the above were not confirmed by the actual facts of the investigation, an industrial park by its very definition can only host a sub-set of enterprises within the territory of a country or the granting authority and thus in line with the provisions of Article 2(1)(a) of the SCM Agreement the subsidies provided by the industrial park would be considered as specific.
