	Artikel 3 des Dekrets besagt, dass France Télévisions und seine Tochtergesellschaften im Rahmen der Gesamtheit ihrer kommerziellen Tätigkeiten die Marktbedingungen einhalten müssen und dass von einer externen Stelle ein Jahresbericht über die Erfüllung dieser Verpflichtung erstellt werden muss, der dem zuständigen Minister, der Nationalversammlung und dem Senat vorgelegt wird.
