	Aus den von Deutschland und der KronoGroup, einem der wichtigsten Wettbewerber des Begünstigten, eingereichten Stellungnahmen geht übereinstimmend hervor, dass der relevante Markt OSB und Sperrholz in den Endverwendungen Verpackung, Zäune, Dachstuhl, Fußbodenbelag sowie Innen- und Wandverkleidung umfasst. [EU]	The comments received from Germany and one of the aid beneficiary's main competitors, i.e. the KronoGroup point to the same relevant market which comprises OSB and plywood in the end-use applications of packaging, hoarding, roofing, flooring and sheathing/walls.
	Deren Berücksichtigung liefe nämlich nach Ansicht der KronoGroup dem erklärten Ziel des MSR 1998 zuwider, in dem betreffenden Gebiet Arbeitsplätze für die Menschen vor Ort zu schaffen. [EU]	KronoGroup also claims that the Commission, rather than calculating a common aid intensity for the whole project, should assess separately the aid to the OSB plant and the aid to the particle board plant as the two investments, the two production lines and the two product markets can clearly be separated.
	Dies ist auch der Fall, wenn stattdessen die Zahlen bis 1999 (d. h. aus dem Zeitraum 1994 bis 1999) zugrunde gelegt werden, wie von der KronoGroup befürwortet. 	Ferner macht die KronoGroup geltend, dass Glunz im Zuge seiner Investition in Nettgau sein Spanplattenwerk in Sassenburg (das in einer Entfernung von 30 km, aber in einem anderen Bundesland - Niedersachsen - liegt) geschlossen habe. [EU]	KronoGroup further alleges that in parallel to its investment in Nettgau, Glunz closed down its particle board plant in Sassenburg (located at a distance of 30 km, although in a different Land, i.e. Lower Saxony [14]).
	Für die nach Ziffer 7.8 des MSR 1998 erforderliche Ermittlung der mittleren Jahreszuwachsrate des sichtbaren Verbrauchs in den letzten fünf Jahren seien in jedem Falle Zahlen zum sichtbaren Verbrauch für sechs Jahre und nicht für fünf, wie von der KronoGroup geltend gemacht, erforderlich. [EU]	In any event, in order to obtain the average annual growth rate of apparent consumption over 5 years, as required in point 7.8 of the MSF 1998, apparent consumption data covering 6 years instead of five as proposed by KronoGroup are necessary.

	In ihrer Stellungnahme vertrat die KronoGroup die Ansicht, dass die Kommission die einstweilige Rückforderung der Beihilfe nach Artikel 11 Absatz 2 der Verordnung (EG) Nr. 659/1999 hätte anordnen sollen. [EU]	KronoGroup in its comments argued that the Commission should have ordered an injunction to provisionally recover the aid pursuant to Article 11(2) of Regulation (EC) No 659/1999 (recovery injunction for unlawful aid).
	In seiner Stellungnahme zu den Anmerkungen der KronoGroup fügt Deutschland hinzu, dass der MSR 1998 in jedem Falle lediglich verlange, dass die neuen Arbeitsplätze im betreffenden Fördergebiet geschaffen würden, nicht aber, dass sie mit Personen aus dem Fördergebiet besetzt werden müssen. [EU]	In their comments on the observations of the KronoGroup, the German authorities add that in any event, the MSF 1998 only requires that the new jobs be created in the region concerned, but not that they have to be filled with employees from this region.
	Schließlich macht die KronoGroup geltend, dass die Kommission die einstweilige Rückforderung der Beihilfe nach Artikel 11 Absatz 2 der Verordnung (EG) Nr. 659/1999 hätte anordnen sollen (Rückforderungsanordnung für rechtswidrige Beihilfen), da Glunz und OSBD durch die teilweise ausgezahlte Beihilfe erhebliche Wettbewerbsvorteile erhalten hätten. [EU]	Finally, KronoGroup also claims that the Commission should have ordered an injunction to provisionally recover the aid pursuant to Article 11(2) of Regulation (EC) No 659/1999 (recovery injunction for unlawful aid) since Glunz and OSBD obtained substantial competition advantages through the partly disbursed aid.
