November 2008 kündigten Belgien und Frankreich öffentlich die Einrichtung einer Garantie für die Finanzprodukte der Tochtergesellschaft Financial Security Assurance (nachstehend "FSA" genannt) von Dexia an (nachstehend "FSA-Maßnahme" genannt).
