	Änderungen der Notifizierungen [EU]	Changes to notifications
	Änderungen treten für alle Vertragsparteien 120 Tage nach dem Zustellungsdatum in Kraft, das in der Mitteilung des Depositars über den Eingang der schriftlichen Notifizierungen der Annahme durch drei Viertel aller Vertragsparteien angegeben ist, sofern nicht binnen 90 Tagen nach diesem Zustellungsdatum in der Mitteilung des Depositars eine Vertragspartei dem Depositar ihren Einspruch gegen die Änderung mitteilt, woraufhin die Änderung für keine Vertragspartei in Kraft tritt. [EU]	An amendment shall take effect for all Contracting Parties one hundred and 20 days following the date of transmittal specified in the notification by the Depositary of receipt of written notification of approval by three-fourths of all Contracting Parties unless within ninety days of the date of transmittal specified in the notification by the Depositary of such receipt, any other Contracting Party notifies the Depositary that it objects to the amendment, in which case the amendment shall not take effect for any Contracting Party.
	Angesichts der Notwendigkeit einer einheitlichen Anwendung dieser Verordnung und des ordnungsgemäßen Funktionierens des Binnenmarkts ist es erforderlich, im Interesse der Effizienz vorzuschreiben, dass Notifizierungen über die zuständige Behörde am Versandort abzuwickeln sind. 	Bei Notifizierungen gemäß Artikel 8 Absatz 3 Unterabsatz 2 der Richtlinie 2002/19/EG entscheidet die Kommission in Übereinstimmung mit Artikel 14 Absatz 2 der Richtlinie in der Regel innerhalb von höchstens drei Monaten, ob sie der betreffenden nationalen Regulierungsbehörde den Erlass der geplanten Maßnahme gestattet oder untersagt. [EU]	With regard to notifications made pursuant to the second subparagraph of Article 8(3) of Directive 2002/19/EC, the Commission, acting in accordance with Article 14(2) of that directive, will normally take a decision authorising or preventing the national regulatory authority from adopting the proposed draft measure within a period not exceeding three months.
	Bei Notifizierungen gemäß Artikel 8 Absatz 3 Unterabsatz 2 der Richtlinie 2002/19/EG ist angemessen zu begründen, warum Betreibern mit beträchtlicher Marktmacht andere als die in den Artikeln 9 bis 13 derselben Richtlinie genannten Verpflichtungen auferlegt werden sollen. [EU]	Notifications made in accordance with the second subparagraph of Article 8(3) of Directive 2002/19/EC should also contain adequate reasoning as to why obligations other than those listed in Articles 9 to 13 of the Directive should be imposed on operators with significant market power.
	Bei Notifizierungen gemäß Artikel 8 Absatz 3 Unterabsatz 2 der Richtlinie 2002/19/EG (Zugangsrichtlinie) fasst die Überwachungsbehörde in Übereinstimmung mit Artikel 14 Absatz 2 der Richtlinie in der Regel innerhalb von höchstens drei Monaten einen Beschluss, in dem sie der betreffenden nationalen Regulierungsbehörde die Annahme der geplanten Maßnahme entweder gestattet oder untersagt. [EU]	With regard to notifications made pursuant to the second paragraph of Article 8(3) of Directive 2002/19/EC (Access Directive), the Authority, acting in accordance with Article 14(2) thereof will normally take a decision authorizing or preventing the national authority from adopting the proposed draft measure within a period not exceeding three months.

	Bei Notifizierungen gemäß Artikel 8 Absatz 5 der Richtlinie 2002/19/EG (Zugangsrichtlinie) ist außerdem angemessen zu begründen, warum die geplanten Maßnahmen zur Einhaltung internationaler Verpflichtungen erforderlich sind. [EU]	Notifications falling within the scope of Article 8(5) of Directive 2002/19/EC (Access Directive) should also contain adequate reasoning as to why the intended measures are required in order to comply with international commitments.
	Da es für Fälle nach Anhang V Nummer 3 kein geeignetes elektronisches Instrument gibt, werden hierfür ausnahmsweise Notifizierungen in Papierform akzeptiert. [EU]	Exceptionally, for cases set out in point 3 of Annex V, for which the appropriate electronic tool is not available, a hard copy of the notification shall be accepted.
