(5) Bis zur Einführung der vollen Konvertibilität der tadschikischen Währung im Sinne des Artikels VIII des Übereinkommens über den Internationalen Währungsfonds (IWF) darf die Republik Tadschikistan im Geltungsbereich dieses Artikels in Ausnahmefällen devisenrechtliche Beschränkungen im Zusammenhang mit der Gewährung oder Aufnahme kurz- und mittelfristiger Darlehen anwenden, soweit diese Beschränkungen der Republik Tadschikistan für die Gewährung derartiger Darlehen auferlegt werden und entsprechend dem Status der Republik Tadschikistan im IWF zulässig sind. With reference to the provisions of this Article, until full convertibility of the Tajik currency within the meaning of Article VIII of the Articles of Agreement of the International Monetary Fund (IMF) is introduced, the Republic of Tajikistan may in exceptional circumstances apply exchange restrictions connected with the granting or taking-up of short- and medium-term financial credits to the extent that such restrictions are imposed on Tajikistan for the granting of such credits and are permitted according to the Republic of Tajikistan's status under the IMF.

In view of this severe economic and financial disturbance caused by exceptional circumstances beyond the control of the government, Portugal officially requested financial assistance from the European Union, the Member States whose currency is the euro, and the International Monetary Fund ('IMF') on 7 April 2011 with a view to supporting a policy programme to restore confidence and enable the return of the economy to sustainable growth, and to safeguarding financial stability in Portugal, the euro area and the Union.

There are exceptional circumstances prevailing in the financial market, arising from the fiscal position of the Greek Government and discussions for an adjustment plan supported by the euro area Member States and the International Monetary Fund, and there is a disruption of the normal assessment by the market of securities issued by the Greek Government, with negative effects on the stability of the financial system.

The Authority shall take fully into account the relevant international approaches when developing the criteria for the identification and measurement of systemic risk that may be posed by insurance, re-insurance and occupational pensions institutions, including those established by the Financial Stability Board, the International Monetary Fund, the International Association of Insurance Supervisors and the Bank for International Settlements.
