April 2004 leitete die Kommission mit der Verordnung (EG) Nr. 844/2004 (nachstehend "Einleitungsverordnung" genannt) von sich aus eine Untersuchung gemäß Artikel 13 Absatz 3 der Grundverordnung ein betreffend die mutmaßliche Umgehung der mit der Verordnung (EG) Nr. 119/97 eingeführten Antidumpingmaßnahmen gegenüber den Einfuhren bestimmter Ringbuchmechaniken mit Ursprung in der Volksrepublik China durch die Einfuhren bestimmter aus Thailand versandter Ringbuchmechaniken, ob als Ursprungserzeugnis Thailands angemeldet oder nicht, und zur zollamtlichen Erfassung dieser Einfuhren. [EU]	On 29 April 2004, by Regulation (EC) No 844/2004 [4] ('the initiating Regulation'), the Commission initiated on its own initiative an investigation pursuant to Article 13(3) of the basic Regulation concerning the possible circumvention of anti-dumping measures imposed by Council Regulation (EC) No 119/97 on imports of certain ring binder mechanisms originating in the People's Republic of China by imports of certain ring binder mechanisms consigned from Thailand, whether declared as originating in Thailand or not, and making such imports subject to registration.
	Am 8. April 2009 teilten die zuständigen Behörden Thailands (Zivilluftfahrtbehörde - Thai Department of Civil Aviation) der Kommission mit, dass sie das Luftverkehrsbetreiberzeugnis des Luftfahrtunternehmens One Two Go widerrufen haben. [EU]	In the light of the above, the Commission has concluded that sufficient evidence exists to justify the initiation of an investigation pursuant to Article 13 of the basic Regulation and to make imports of certain ring binder mechanisms consigned from Thailand, whether slightly modified or not and whether declared as originating in Thailand or not, and imports of certain slightly modified ring binder mechanisms originating in the People's Republic of China, subject to registration, in accordance with Article 14(5) of the basic Regulation.
	Aus den vorstehenden Gründen gelangte die Kommission zu dem Schluss, dass die Beweise ausreichen, um die Einleitung einer Untersuchung nach Artikel 13 der Grundverordnung zu rechtfertigen und die Einfuhren der zu untersuchenden Ware, ob als Ursprungserzeugnis Malaysias, Thailands oder der Philippinen angemeldet oder nicht, nach Artikel 14 Absatz 5 der Grundverordnung zollamtlich zu erfassen. [EU]	In light of the above, the Commission has concluded that sufficient evidence exists to justify the initiation of an investigation pursuant to Article 13 of the basic Regulation and to make imports of the product under investigation, whether declared as originating in Malaysia, Thailand and the Philippines or not, subject to registration, in accordance with Article 14(5) of the basic Regulation.

[EU]	In the light of the above, the Commission has concluded that sufficient evidence exists to justify the initiation of an investigation pursuant to Article 13 of the basic Regulation and to make imports of hand pallet trucks and their essential parts consigned from Thailand, whether declared as originating in Thailand or not, subject to registration, in accordance with Article 14(5) of the basic Regulation.
