[EU]	Based on the above considerations, the Commission concluded that following the change in corporate and sales structure of the company, there is a high risk of cross-compensation and the undertaking accepted from the Eurochem Group becomes impracticable and therefore should be withdrawn.

[EU]	On 19 December 2006, the Commission announced, by a notice published in the Official Journal of the European Union [4], the initiation of a partial interim review concerning imports into the Community of UAN originating, inter alia, in Russia upon the request of Open Joint Stock Company Novomoskovskiy Azot and Open Joint Stock Company Nevinnomyssky Azot, two exporting producers from Russia, belonging to the Open Joint Stock Company 'Mineral and Chemical Company EuroChem'.
	Auf Antrag der Open Joint Stock Company (OJSC) "Mineral and Chemical Company Eurochem", der Holdinggesellschaft von OJSC Novomoskovskiy Azot und OJSC Nevinnomyssky Azot, Russland, ("ausführender Hersteller") leitete die Kommission am 19. Dezember 2006 im Wege einer im Amtsblatt der Europäischen Union veröffentlichten Einleitungsbekanntmachung eine teilweise Interimsüberprüfung dieser Maßnahmen ein. [EU]	The Commission announced on 19 December 2006 the initiation of a partial interim review of those measures by a notice of initiation published in the Official Journal of the European Union [4] upon request of the Open Joint Stock Company (OJSC) 'Mineral and Chemical Company Eurochem', the holding company of OJSC Novomoskovskiy Azot and OJSC Nevinnomyssky Azot, Russia (the exporting producer).
	Auf Antrag von Eurochem leitete die Kommission am 30. November 2005 im Wege einer im Amtsblatt der Europäischen Union veröffentlichten Bekanntmachung eine teilweise Interimsüberprüfung betreffend die Einfuhren von Ammoniumnitrat mit Ursprung in Russland in die Gemeinschaft ein. 	Auf dieser Grundlage nahm die Kommission mit der Verordnung (EG) Nr. 1001/2004 drei Erweiterungsverpflichtungen von den russischen ausführenden Herstellern Open Joint Stock Company (OJSC) Mineral and Chemical Company Eurochem ("Eurochem"), die zur Eurochem-Unternehmensgruppe gehört, und JSC Acron und JSC Dorogobuzh, die zur Acron-Holding ("Acron") gehören, sowie vom ukrainischen ausführenden Hersteller Open Joint Stock Company (OJSC) Azot Cherkassy ("Cherkassy") an. [EU]	On this basis, the Commission, by Regulation (EC) No 1001/2004 [8], accepted three enlargement undertakings offered by the Russian exporting producers Open Joint Stock Company (OJSC) Mineral and Chemical Company 'Eurochem', member of the Eurochem group of companies, and JSC Acron and JSC Dorogobuzh, members of 'Acron' Holding Company 'Acron', and Ukrainian exporting producer, Open Joint Stock Company (OJSC) Azot Cherkassy 'Cherkassy'.

	Aus den dargelegten Gründen hält die Kommission die Verpflichtungsangebote von Eurochem und Acron für annehmbar und hat die betroffenen Unternehmen über die wesentlichen Fakten, Erwägungen und Bedingungen informiert, auf die sich die Annahme der Verpflichtungsangebote stützt. [EU]	For the reasons stated above, the undertakings offered by EuroChem and Acron are therefore considered acceptable by the Commission and EuroChem and Acron have been informed of the essential facts, considerations and obligations upon which acceptance is based.

	Da die geltenden Maßnahmen gemäß den vorstehenden Randnummern aufgehoben und das Verfahren eingestellt werden sollte, wäre auch die teilweise Interimsüberprüfung bezüglich der Angemessenheit der Form der Maßnahmen sowie die teilweise Interimsüberprüfung, sie sich auf die Untersuchung des Dumpingtatbestandes bei EuroChem beschränkte, einzustellen - [EU]	Since, in accordance with the preceding recitals, the existing measures should be repealed and the proceeding terminated, the partial interim review concerning the appropriateness of the form of the measures and the partial interim review limited in scope to the examination of dumping concerning EuroChem should also be terminated,
	Daher hat die Kommission nach Artikel 8 Absatz 9 der Grundverordnung und im Einklang mit den einschlägigen Bestimmungen der Verpflichtung, wonach sie die Verpflichtung einseitig widerrufen kann, beschlossen, dass die Annahme der Verpflichtung der EuroChem-Gruppe widerrufen und der Beschluss 2008/577/EG geändert werden sollte. [EU]	Therefore, in accordance with Article 8(9) of the basic Regulation and also in accordance with the relevant clauses of the undertaking authorising the Commission to unilaterally withdraw the undertaking, the Commission has concluded that the acceptance of the undertaking offered by the Eurochem Group should be withdrawn and Decision 2008/577/EC should be amended.

[EU]	Therefore, the monitoring of the undertaking would still require to verify all sales made by the Eurochem Group's fertiliser and sales facility in the EU to ascertain the lack of cross-compensation, thus rendering the monitoring very burdensome.
	Daher wird es für vertretbar gehalten, die Änderung der Umstände in Bezug auf den Dumpingtatbestand (der in dieser Untersuchung anhand eines Vergleich des Normalwerts und der Ausfuhrpreise von Eurochem selbst ermittelt wurde) seit der Ausgangsuntersuchung als dauerhaft anzusehen. [EU]	On this basis, it is concluded that the changed circumstances with respect to the original investigation regarding dumping (now based on the comparison of the own normal value and export prices of EuroChem) could reasonably be considered to be of a lasting nature.
	Darüber hinaus reichte am 14. September 2006 die Joint Stock Company "Mineral and Chemical Company EuroChem" ("EuroChem"), ein ausführender Hersteller von Harnstoff in Russland, der den geltenden Antidumpingmaßnahmen unterliegt, einen Antrag auf eine teilweise Interimsüberprüfung der Verordnung (EG) Nr. 901/2001 ein. [EU]	Furthermore, on 14 September 2006, a request for a partial interim review of Regulation (EC) No 901/2001 was received from Joint Stock Company, Mineral and Chemical Company EuroChem, (EuroChem), an exporting producer of urea in Russia subject to the anti-dumping measures in force.
