	Am 9. Juli 2008 kündigte die Kommission mit einer Bekanntmachung ("Einleitungsbekanntmachung") im Amtsblatt der Europäischen Union die Einleitung eines Antidumpingverfahrens betreffend die Einfuhren bestimmter nahtloser Rohre aus Eisen oder Stahl mit Ursprung in der Volksrepublik China ("betroffenes Land" oder "VR China") an. [EU]	On 9 July 2008, the Commission announced, by a notice published in the Official Journal of the European Union [2], the initiation of an anti-dumping proceeding with regard to imports into the Community of certain seamless pipes and tubes (SPT) of iron or steel originating in the People's Republic of China (the 'country concerned' or 'the PRC').
	Anhand der von einigen Gemeinschaftsherstellern vorgelegten Informationen konnte außerdem festgestellt werden, dass sich während des gesamten Bezugszeitraums die Rohstoffpreise stärker erhöhten als der gewogene Durchschnittspreis nahtloser Rohre aus den vier betroffenen Ländern. [EU]	Based on the information provided by some Community producers, it was also found that the increase in raw material prices exceeded the increase of the weighted average price of SPT from the four countries concerned throughout the period considered.
	Auf der Grundlage der obigen Feststellungen wurde der Schluss gezogen, dass alle Voraussetzungen für eine kumulative Beurteilung der Auswirkungen der Einfuhren nahtloser Rohre mit Ursprung in den vier betroffenen Ländern erfüllt waren. [EU]	On the basis of the above, it was concluded that all conditions justifying the cumulation of imports of SPT originating in the four countries concerned by the investigation were met.
	Auf diesen ausführenden Hersteller entfielen annähernd 70 % der gesamten Produktion nahtloser Rohre in der Ukraine und mehr als 80 % der gesamten Ausfuhren aus der Ukraine in die Union. 	Aufgrund der vorstehenden Erwägungen und unter Berücksichtigung der Tatsache, dass der Prozess des Verkaufs des Unternehmens noch nicht abgeschlossen ist, ist in Bezug auf nahtlose Rohre mit Ursprung in Kroatien ein Anhalten des Dumpings kurz- bis mittelfristig höchst unwahrscheinlich. [EU]	In view of the above consideration and taking into account that the process of selling the company is still ongoing, a continuation of dumping of SPT originating in Croatia is highly unlikely in the short to medium term.
	Aus den dargelegten Gründen sollten nach Artikel 11 Absatz 2 der Grundverordnung die geltenden Antidumpingmaßnahmen gegenüber den Einfuhren nahtloser Rohre mit Ursprung in Russland und der Ukraine aufrechterhalten werden. [EU]	It follows from the above that, as provided for by Article 11(2) of the basic Regulation, the anti-dumping measures applicable to imports of SPT, originating in Russia and Ukraine should be maintained.
