Auf der Grundlage der vorgelegten Daten kam die Behörde in ihren Stellungnahmen, die am 13. Februar bzw. am 23. März 2009 bei der Kommission eingingen, zu dem Schluss, dass zwischen der Aufnahme von Säuglingsanfangsnahrung und Folgenahrung mit zugesetzter DHA und der Entwicklung der Sehkraft bei Säuglingen, die bis zur Entwöhnung gestillt wurden oder von Geburt an bis zur Entwöhnung mit DHA angereicherte Säuglingsnahrung mit einem DHA-Gehalt von 0,3 % in Bezug auf die Fettsäuren insgesamt erhielten, ein kausaler Zusammenhang hergestellt wurde. On the basis of the data submitted, the Authority concluded in its opinions received by the Commission on 13 February and 23 March 2009 respectively that a cause and effect relationship had been established between the intake of infant and follow-on formulae supplemented with DHA and the visual development in infants either breastfed until weaning or having received a DHA-enriched formula containing 0,3 % of fatty acids as DHA from birth until weaning.

It is also necessary to assess whether maximum residue levels for baby food provided for in Article 10 of Commission Directive 2006/141/EC of 22 December 2006 on infant formulae and follow-on formulae [5] and Article 7 of Commission Directive 2006/125/EC of 5 December 2006 on processed cereal-based foods and baby foods for infants and young children [6] are respected.

In addition, the Authority concluded that the consumption of baby foods/formula supplemented with DHA and ARA from six months to one year of age might have a beneficial effect on visual acuity maturation in infants breast-fed until the age of 4-6 months.
