In this case the first condition is satisfied as the measure is financed from the budget of the Autonomous Province of Bolzano - i.e. with public resources; the second because only enterprises operating in the Province of Bolzano receive the aid; the third because the financial situation of the recipients is improved; and the fourth because the firms concerned may in fact engage in international trade, since they are in a border region that is also very active in tourism.
