	An die Definitionsphase schließt sich die Entwicklungsphase (2008-2013) an, in deren Rahmen neue Ausrüstungen, Systeme oder Standards entwickelt werden, mit denen die konvergente Entwicklung zu einem vollständig interoperablen Flugverkehrsmanagement (Air Traffic Management, ATM)-System in Europa sichergestellt wird.
