Auch ABI räumt ein, dass auf den Finanzmärkten inzwischen fast ausschließlich mit dematerialisierten Produkten gehandelt wird. [EU]

ABI likewise acknowledges that financial markets now deal almost exclusively in dematerialised products.

Italy contested ABI's comparison of postal savings certificates to State bonds, for the following reasons.

Außerdem ist der Rendistato-Index ein Index für mittel- bis langfristige Renditen, so dass die Schlussfolgerung der ABI eigentlich widersprüchlich wirkt, wonach die Postgiroguthaben nach kurzfristigen Parametern verzinst werden müssten. [EU]

Secondly, since the monthly Rendistato index represents a medium- to long-term rate, ABI contradicts itself when it argues that PI's funds deposited with the Treasury should be remunerated according to short-term parameters.

Da bei einem der Bieter ein Interessenkonflikt nicht ausgeschlossen werden konnte, ersuchte die Kommission Italien und ABI mit Schreiben vom 29. Juni 2007 um Stellungnahme; Italien antwortete mit Schreiben vom 5. Juli 2007. [EU]

In the case of one of the bidders a potential conflict of interest arose, and on 29 June 2007 the Commission wrote to the Italian authorities and ABI asking them to comment. Italy replied by letter of 5 July 2007.

Postal savings certificates, which carried a State guarantee, had a risk profile much lower than that of corporate bonds, as could be seen from the fact that the internal rate of return on a State bond was always lower than that on a corporate bond with an equivalent rating.

Dass die Analyse der ABI nicht objektiv ist, bestätigt nach Ansicht von Italien auch die Tatsache, dass die Rendite der 12-Monats-BOT im Februar 2007 wieder bei 3,9 % lag, was einer Differenz zum Durchschnitt der Renditen der Vereinbarung (seinerzeit ca. 4,5 %) von –; 0,60 % und damit fast einem Drittel der von der ABI angeführten Differenz entspricht. The partiality of ABI's analysis is confirmed, according to Italy, by the fact that in February 2007 the yield on a 12-month ordinary Treasury bill was around 3,9 %, and the difference between that and the average of the Agreement basket, which was about 4,5 % at that time, was -0,60 %, almost one third of the difference indicated by ABI.

ABI states that the two interest-bearing accounts with the Treasury opened by CDP pay interest every six months at a floating rate equal to the simple arithmetic mean of the gross return on six-month ordinary Treasury bills and the movement of the monthly Rendistato index.
