ABI machte geltend, dass der interne Zinsfuß im Falle einer Staatsanleihe stets niedriger sei als im Falle einer entsprechenden Unternehmensanleihe, was auf Unterschiede im Risikoprofil der Finanzinstrumente selbst bei gleichem Rating zurückzuführen sei. Nach Auffassung der Kommission ist diese Differenz nicht auf die verschiedenen Risikoprofile, sondern eher auf die Unterschiede bei den Vertriebsnetzen (Retail versus institutionelle Investoren) zurückzuführen. ABI argues that the internal rate of return of State bonds is always lower than of equally rated corporate bonds, and that this is due to a difference in risk even where the financial instruments concerned have the same rating; but the Commission considers that the difference in returns is better explained by differences between distribution networks (retail and wholesale) rather than by a difference in level of risk.

Allerdings hat die ABI keine Angaben zur Stabilität/Volatilität der Gelder der CDP vorgelegt, anhand derer man die Beschaffenheit/mittlere Anlagedauer und die Gewichtung der Liquiditätskomponenten der DCP hätte ermitteln können. [EU]

In order to assess whether the remuneration given to PI for the funds deposited with the Treasury constitutes State aid, according to ABI, the interest rate paid to PI should be compared to the interest rate on short-term ordinary Treasury bills (12 months).
