September 2010 verabschiedete der EZB-Rat die Leitlinie EZB/2010/12 zur Änderung der Leitlinie EZB/2007/2 über ein Transeuropäisches Automatisiertes Echtzeit-Brutto-Express-Zahlungsverkehrssystem (TARGET2) unter anderem, um a) die Updates für die TARGET2 Version 4.0 zu berücksichtigen, insbesondere, um den Teilnehmern den Zugriff auf eines oder mehrere PM-Konten über das Internet zu erlauben und b) einige technische Änderungen nach Inkrafttreten des Vertrags über die Arbeitsweise der Europäischen Union zu berücksichtigen und einige Punkte klarzustellen. [EU]	On 15 September 2010, the Governing Council of the European Central Bank (ECB) adopted Guideline ECB/2010/12 amending Guideline ECB/2007/2 on a Trans-European Automated Real-time Gross settlement Express Transfer system (TARGET2) [3], inter alia: (a) to take into account the updates for TARGET2 release 4.0, in particular to allow participants to access one or more PM accounts using Internet-based access; and (b) to reflect a number of technical changes following the entry into force of the Treaty on the Functioning of the European Union and clarify a few issues.
	'ancillary system (AS)' means a system managed by an entity that is subject to supervision and/or oversight by a competent authority and complies with the oversight requirements for the location of infrastructures offering services in euro, as amended from time to time and published on the ECB website, in which payments and/or financial instruments are exchanged and/or cleared while the resulting monetary obligations are settled in TARGET2 in accordance with Guideline ECB/2007/2 and a bilateral arrangement between the ancillary system and the relevant CB, [EU]	"ancillary system (AS)" means a system managed by an entity that is subject to supervision and/or oversight by a competent authority and complies with the oversight requirements for the location of infrastructures offering services in euro, as amended from time to time and published on the ECB website, in which payments and/or financial instruments are exchanged and/or cleared while the resulting monetary obligations are settled in TARGET2 in accordance with Guideline ECB/2007/2 and a bilateral arrangement between the ancillary system and the relevant CB.

[EU]	Article 38(1) of Annex II to Guideline ECB/2007/2 - the Harmonised Conditions for participation in TARGET2 (hereinafter the Harmonised Conditions) obliges each CB to keep confidential all sensitive or secret payment information belonging to participants holding TARGET2 accounts with that CB, unless the participant has given its written consent to disclosure or such disclosure is permitted or required under national law.
