	In Kapitel 18B.2.1 Absatz 1 des Leitfadens für staatliche Beihilfen ist Folgendes vorgesehen: "Der Verkauf von Bauten oder Grundstücken nach einem hinreichend publizierten, allgemeinen und bedingungsfreien Bietverfahren (ähnlich einer Versteigerung) und die darauf folgende Veräußerung an den meistbietenden oder den einzigen Bieter stellt grundsätzlich einen Verkauf zum Marktwert dar und enthält damit keine staatliche Beihilfe. [EU]	In Chapter 18B.2.1(1) of the Guidelines, it is stated that 'A sale of land and buildings following a sufficiently well-publicized, open and unconditional bidding procedure, comparable to an auction, accepting the best or only bid, is by definition at market value and consequently does not contain State aid.
	In Kapitel 18B Elemente staatlicher Beihilfe bei Verkäufen von Gebäuden oder Grundstücken durch die öffentliche Hand des Leitfadens für staatliche Beihilfen werden zwei Verkaufsverfahren beschrieben, die es EFTA-Staaten gestatten, den Verkauf von Grundstücken und Gebäuden so zu handhaben, dass staatliche Beihilfen automatisch ausgeschlossen werden. 	Kapitel 18B des Leitfadens für staatliche Beihilfen über "Elemente staatlicher Beihilfe bei Verkäufen von Bauten oder Grundstücken durch die öffentliche Hand" gibt Aufschluss darüber, wie die Überwachungsbehörde die Bestimmungen des EWR-Abkommens über staatliche Beihilfen bei der Bewertung von Verkäufen von Bauten oder Grundstücken durch die öffentliche Hand auslegt und anwendet.
