Airlift International (GH) Ltd and the competent authorities of Ghana were heard by the services of the Commission and the competent authorities of Germany and the United Kingdom on 18 August 2010.

Aufgrund der Maßnahmen, die durch die Verordnung (EU) Nr. 791/2010 vom 6. September 2010 zwei in Ghana zugelassenen Luftfahrtunternehmen, Meridian Airways und Airlift International (GH) Ltd, auferlegt worden waren, beantragten die zuständigen Behörden der Republik Ghana (GCAA) eine Anhörung vor dem Flugsicherheitsausschuss und wurden am 10. November 2010 gehört. [EU]

Following the measures imposed by Regulation (EU) No 791/2010 of 6 September 2010 [5] on two air carriers certified in Ghana –; Meridian Airways and Airlift International (GH) Ltd, the competent authorities of the Republic of Ghana (GCAA) requested to be heard at the Air Safety Committee and did so on 10 November 2010.

Darüber hinaus hat das Vereinigte Königreich der Kommission am 29. In addition, the United Kingdom submitted on 29 July 2010 to the Commission a request to update the Community list in accordance with Article 4(2) of Regulation (EC) No 2111/2005, and as prescribed by Article 6 of Regulation (EC) No 473/2006, in view of imposing an operating ban to the European Union on the whole fleet of Airlift International (GH) Ltd.

During their presentation, the GCAA detailed the actions taken to date to address the shortcomings identified with Meridian Airways, Air Charter Express and Airlift International, and described the improvements they were putting in place to the oversight regime in Ghana, including the requirement that all air carriers certified in Ghana should conduct their activities in Ghana.

The competent authorities of the United Kingdom communicated to the Commission that it adopted on 29 July 2010 an immediate operating ban on the whole fleet of Airlift International (GH) Ltd, due to the number of serious and major findings observed during the ramp inspection as well as the crew's disregard for the applicable flight time limitations.

Es liegen stichhaltige Beweise vor für gravierende Sicherheitsmängel seitens des in der Republik Ghana zugelassenen Luftfahrtunternehmens Airlift International (GH) Ltd. Diese Mängel wurden vom Vereinigten Königreich bei Vorfeldinspektionen im Rahmen des SAFA-Programms festgestellt. [EU]

There is verified evidence of serious safety deficiencies on the part of Airlift International (GH) Ltd certified in the Republic of Ghana. These deficiencies have been identified by the United Kingdom during a ramp inspection performed under the SAFA programme [6].

Gemäß der Verordnung (EG) Nr. 351/2008 werden die Mitgliedstaaten weiterhin die tatsächliche Einhaltung der einschlägigen Sicherheitsnormen durch Airlift International im Rahmen vorrangiger Vorfeldinspektionen an Luftfahrzeugen dieses Unternehmens überprüfen, und die Kommission wird die von Airlift International unternommenen Maßnahmen weiterhin sorgfältig überwachen. Member States will continue to verify the effective compliance of Airlift International with the relevant safety standards through the prioritisation of ramp inspections to be carried out on aircraft of this air carrier pursuant to Regulation (EC) No 351/2008 and the Commission will continue to closely monitor the actions taken by Airlift International.

In Anbetracht der von dem Luftfahrtunternehmen bislang unternommenen Maßnahmen und auf der Grundlage der gemeinsamen Kriterien wird festgestellt, dass Airlift International (GH) Ltd in Anhang B aufgenommen werden sollte, um den Flugbetrieb ausschließlich mit dem Luftfahrzeug mit dem Eintragungskennzeichen 9G-TOP zu gestatten. Taking into account the actions taken by the air carrier to date, and on the basis of the common criteria, it is assessed that Airlift International (GH) Ltd should be included in Annex B to allow operations exclusively with the aircraft with registration mark 9G-TOP.
