The architect behind this investment project is Helmut Jahn from Chicago, who already has the Post Office tower block in Bonn on his conscience. That building destroyed the panorama of Egon Eiermann's high-rise parliament building on a bend in the Rhine against the backdrop of the Siebengebirge mountains, a view of which people had become rather fond.
