The Commission noted in its decision to open the formal investigation procedure in 2003 that France had agreed that one of the ships, Pacific Princess, formerly R3, should operate permanently outside FPO and that the other, Tahitian Princess, formerly R4, although being based in Papeete, the capital of FPO, should also occasionally operate in regions not belonging to FPO.
