As explained by the European Commission in its Communication of 10 October 2001 following the attacks of 11 September 2001, "It goes without saying that, if certain measures are imposed directly on airlines and other operators in the sector such as airports, suppliers of ground handling services and providers of air navigation services, the financing of such measures by the public authorities must not give rise to operating aid incompatible with the Treaty."
