	Die von Griechenland unter Verletzung des Artikels 108 Absatz 3 des Vertrags über die Arbeitsweise der Europäischen Union in den Verwaltungsbezirken Kastoria, Euböa, Florina, Kilkis, Rhodope, Evros, Xanthi und Dodekanes sowie auf den Inseln Lesbos, Samos und Chios zur Umschuldung angewandten Beihilferegelungen sind mit dem Binnenmarkt unvereinbar. [EU]	The aid schemes in the form of debt restructuring unlawfully implemented by Greece in breach of Article 108(3) of the Treaty of the Functioning of the European Union in the Prefectures of Kastoria, Evia, Florina, Kilkis, Rodopi, Evros, Xanthi and the Dodecanese, and the islands of Lesbos, Samos and Chios are incompatible with the internal market.
	Erlass Nr. 204901/16.5.1989 sowie die in Erwägungsgrund 51 und 52 aufgeführten Erlasse sehen Beihilfen für andere Verwaltungsbezirke außer Rhodope, Evros und Xanthi vor, und es konnte nicht ermittelt werden, inwieweit das in den Erlassen vorgesehene Interventionssystem eine Ausdehnung der Regelung für die drei genannten Verwaltungsbezirke oder eine eigenständige Regelung darstellte. Anhand der vorliegenden Informationen ließ sich nicht feststellen, ob die für die staatlichen Beihilfen geltenden Vorschriften (Vorschriften über Regionalbeihilfen oder De-minimis-Regel) eingehalten wurden. [EU]	Decision No 2041901/16.5.1989 and those referred to under recitals 51 and 52 above provided for aid in Prefectures other than Rodopi, Evros and Xanthi and it was not possible to ascertain whether the system of aid they introduced was an extension of that applied in the above three Prefectures or was a separate system; whatever the case, it was not possible to ascertain, on the basis of the information available, whether the rules on State aid (rules on regional aid or the de minimis rule) had been followed.
	Erlass Nr. 2078809/10.10.1989 sieht vor, dass Handels- und Handwerksunternehmen mit Sitz in den Verwaltungsbezirken Rhodope, Xanthi und Samos zulasten des gemeinsamen Kontos gemäß Gesetz 128/75 ein Zinszuschuss von drei Prozentpunkten (3 %) für Restverbindlichkeiten aus ab dem 1.4.1989 zur Bildung von Umlaufkapital aufgenommenen Krediten gewährt wird. [EU]	Decision No 2078809/10.10.89 grants an interest reduction of three percentage points, charged against the joint account set up pursuant to Law No 128/75, on outstanding balances payable in respect of working capital loans issued from 1 April 1989 onwards to trade and craft firms with their registered headquarters in the Rodopi, Xanthi and Samos Prefectures.
	Für den Fall, dass die unter Buchstabe g genannten Erlasse eine Ausdehnung des in den Verwaltungsbezirken Rhodope, Evros und Xanthi angewendeten Interventionssystems darstellten, konnte nicht festgestellt werden, ob die geplanten Beihilfen unter die De-minimis-Regel fallen bzw. als mit den Bestimmungen über die Gewährung von Beihilfen zur Rettung und Umstrukturierung von Unternehmen in Schwierigkeiten vereinbar anzusehen sind. [EU]	If the Ministerial Decisions referred to under point (g) had constituted an extension of the system of aid applied in the Rodopi, Xanthi and Evros Prefectures, it was not possible to determine whether the planned aid measures could fall under the de minimis rule or be considered compatible with the provisions governing the granting of aid for rescuing and restructuring firms in difficulty.
	Mit Schreiben vom 22. Dezember 2005 unterrichtete die Kommission Griechenland über ihren Beschluss, das Verfahren nach Artikel 88 Absatz 2 EG-Vertrag in Bezug auf die für die Verwaltungsbezirke Rhodope, Evros, Xanthi und Dodekanes sowie für die Inseln Lesbos, Samos und Chios (C 50/05) (nachfolgend "dritte Verfahrenseinleitung") gewährten Beihilfen einzuleiten.
