Accordingly, the competent authorities of the Russian Federation decided to ban all operations into the Community of four of the carriers in question: Kavminvodyavia, Kuban Airlines, Yakutia Airlines, Airlines 400.

On the basis of information presented by Eurocontrol, the Air Safety Committee learned that all three air carriers –; VIM AVIA (VIM AIRLINES), YAKUTIA and TATARSTAN AIRLINES have actually operated various flights into the EU still after November 2, 2011.

Hinsichtlich der Leistungsfähigkeit bestimmter Luftfahrtunternehmen (Yakutia und Tatarstan Airlines), deren Flugbetrieb seit 2007 fortlaufend überwacht wird und die sich im April 2008 vor der Kommission und Mitgliedern des Flugsicherheitsausschusses äußerten, hat die Kommission die FATA auf die von der EASA durchgeführte Auswertung von SAFA-Vorfeldinspektionen hingewiesen, wonach einige Mängel in den Bereichen Lufttüchtigkeit und Betrieb durch zuvor unternommene Korrektur- und Abhilfemaßnahmen nicht wirksam beseitigt wurden. As regards the performance of certain operators - Yakutia and Tatarstan Airlines- whose operations have been continuously monitored since 2007 and which had been heard by the Commission and members of the Air Safety Committee in April 2008, the Commission drew the attention of FATA to the results of the analysis by EASA of the SAFA ramp checks which indicates that certain airworthiness and operations related weaknesses have not been effectively addressed by previous corrective and remedial actions.

Nach der Sitzung des Flugsicherheitsausschusses vom November 2011, auf der die zuständigen Behörden Russlands (Russian Federal Air Transport Agency, FATA) mitgeteilt und nachgewiesen hatten, dass der Betrieb der Luftfahrtunternehmen Aviastar-TU, UTAir-Cargo, Tatarstan Airlines, Daghestan Airlines, Yakutia und Vim Avia (Vim Airlines) aus Sicherheitsgründen teilweise oder ganz beschränkt wurde, hat die Kommission die Konsultationen mit der FATA aktiv fortgesetzt, um die weiteren Entwicklungen zu verfolgen. Following the Air Safety Committee held in November 2011 [13] where the competent authorities of Russia (Russian Federal Air Transport Agency, FATA) informed and provided evidence that the operations of the air carriers Aviastar-TU, UTAir-Cargo, Tatarstan Airlines, Daghestan Airlines, Yakutia and Vim Avia (Vim Airlines) had been partially or fully restricted for safety reasons, the Commission has actively pursued the consultations with FATA in order to follow-up the developments.
