	Bei Ihrer Beurteilung kommt die Kommission zu dem Ergebnis, dass Inmarsat Ventures Limited und Solaris Mobile Limited den erforderlichen technischen und kommerziellen Entwicklungsstand ihres jeweiligen Satellitenmobilfunksystems nachgewiesen haben und als berechtigte Antragsteller zu betrachten sind, wogegen ICO Satellite Limited und TerreStar Europe Limited den erforderlichen technischen und kommerziellen Entwicklungsstand ihres jeweiligen Satellitenmobilfunksystems nicht nachgewiesen haben und nicht als berechtigte Antragsteller zu betrachten sind. [EU]	The outcome of the Commission′;s assessment is that Inmarsat Ventures Limited and Solaris Mobile Limited have demonstrated the required level of technical and commercial development of their respective mobile satellite systems and should be eligible applicants, while ICO Satellite Limited and TerreStar Europe Limited have not demonstrated the required level of technical and commercial development of their respective mobile satellite systems and should not be eligible applicants.
	In Ergänzung der Anträge wurden im Einklang mit dem Anhang der Entscheidung Nr. 626/2008/EG von ICO Satellite Limited, Inmarsat Ventures Limited und TerreStar Europe Limited (6. Februar 2009) zusätzliche Informationen über die kritische Entwurfsprüfung innerhalb der Frist von 80 Werktagen nach der Antragstellung vorgelegt. [EU]	Information regarding the completion of the critical design review was provided, in addition to the application, by ICO Satellite Limited, Inmarsat Ventures Limited and TerreStar Europe Limited no later than 80 working days after the submission of their application (by 6 February 2009), in accordance with the Annex to Decision No 626/2008/EC.
	In ihrer Entscheidung K(2008) 8123 vom 11. Dezember 2008 über die Zulässigkeit von Anträgen, die in Beantwortung der Aufforderung zur Bewerbung für europaweite Systeme, die Satellitenmobilfunkdienste (MSS) erbringen, eingereicht wurden (2008/C 201/03), stellte die Kommission fest, dass die vier von ICO Satellite Limited, Inmarsat Ventures Limited, Solaris Mobile Limited und TerreStar Europe Limited eingereichten Anträge zulässig sind. 	Wegen der Widersprüche zwischen den Angaben im Antrag und den anschließend übermittelten Informationen über die kritische Entwurfsprüfung sowie mangels eindeutiger Nachweise für den Abschluss der kritischen Entwurfsprüfung für den Satelliten, auf den sich die im Antrag enthaltene Satellitenherstellungsvereinbarung bezieht, kam die Kommission gemäß Artikel 5 Absatz 1 der Entscheidung Nr. 626/2008/EG zu dem Schluss, dass Meilenstein 5 in Verbindung mit Meilenstein 2 von TerreStar Europe Limited nicht zufrieden stellend erreicht wurde. [EU]	The inconsistency between the information provided in the application and the information in relation to the critical design review provided subsequently, and the lack of clear evidence of the completion of the critical design review for the satellite referred to in the satellite manufacturing agreement as included in the application, led the Commission to consider, in accordance with Article 5(1) of Decision No 626/2008/EC, that milestone five in conjunction with milestone two had not been satisfactorily completed by TerreStar Europe Limited.
