[EU]	Besides, in another decision regarding PI, adopted in November 2006 [95], in a case where the postal operator was distributing postal savings books on behalf of CDP, and passing the money collected to CDP, the Commission took the view that that activity was not equivalent to the function of a conduit; the remuneration paid to PI was based on the annual average deposits on the savings books.

	Was den von den italienischen Behörden angestellten Vergleich zwischen den Vergütungsstrukturen bei BFP und Postsparbüchern und die Aufteilung der mutmaßlich marktkonformen BFP-Provision auf die durchschnittliche Laufzeit des Instruments angeht (vgl. Erwägungsgrund 82), so stellt die Annahme des linearen Effekts der Laufzeit auf die Provision nach Ansicht der Kommission im Vergleich zu den Analysen des Sachverständigen eine übermäßige Simplifizierung dar. [EU]	With regard to the comparison advanced by the Italian authorities between the distribution fees for postal savings certificates and the fees for postal savings books, and their extrapolation of the allegedly market-conform remuneration for postal savings certificates over their average life (see paragraph 83), the Commission considers in the light of the analyses carried out by the expert that the assumption of a linear effect of the maturity on the distribution fees is much too simplistic.
