[EU]	As a consequence of the bovine spongiform encephalopathy (BSE) and the dioxin crises, the obligation to indicate the percentage by weight of all feed materials incorporated in compound feed was introduced in 2002 by Directive 2002/2/EC of the European Parliament and of the Council of 28 January 2002 amending Council Directive 79/373/EEC on the circulation of compound feedingstuffs [18], at the initiative of the European Parliament.

[EU]	The second subparagraph of Article 12 of Directive 79/373/EEC, inserted by Article 1(5) of Directive 2002/2/EC, provides for an obligation on manufacturers of compound feedingstuffs to make available to the authorities responsible for carrying out official inspections, on request, any document concerning the composition of feedingstuffs intended to be put into circulation which enables the accuracy of the information given by the labelling to be verified.

Dezember 2005 in den verbundenen Rechtssachen C-453/03, C-11/04, C-12/04 und C-194/04 Artikel 1 Nummer 1 Buchstabe b der Richtlinie 2002/2/EG im Lichte des Grundsatzes der Verhältnismäßigkeit für ungültig erklärt. 	Die Entscheidung Nr. 623/2007/EG des Europäischen Parlaments und des Rates vom 23. Mai 2007 zur Änderung der Richtlinie 2002/2/EG zur Änderung der Richtlinie 79/373/EWG des Rates über den Verkehr mit Mischfuttermittel ist in das Abkommen aufzunehmen. [EU]	Decision No 623/2007/EC of the European Parliament and of the Council of 23 May 2007 amending Directive 2002/2/EC amending Council Directive 79/373/EEC on the circulation of compound feedingstuffs [4] is to be incorporated into the Agreement.
