	Um diese Argumentation zu untermauern, legte der Fitnessverband der Behörde allgemeine Informationen über den Fitnesscenter-Markt in Norwegen vor.Der Fitnessverband stellt weiter fest, dass staatliche Beihilfen für Fitnesscenter der öffentlichen Hand weder auf der Grundlage von Artikel 59 Absatz 2 für eine Dienstleistung von allgemeinem wirtschaftlichen Interesse noch auf der Basis von Artikel 61 Absatz 3 Buchstabe c zur Förderung kultureller oder regionaler Aktivitäten als mit dem EWR-Abkommen vereinbar betrachtet werden können, wenn diese Beihilfen nicht auch für private Fitnesscenter zu gleichen Bedingungen verfügbar sind. [EU]	To substantiate this, the NAF provided the Authority with general information on the Norwegian fitness centre market [16].The NAF furthermore argues that State aid to publicly owned fitness centres cannot be considered compatible with the functioning of the EEA Agreement on the basis of Article 59(2) as public service compensation or Article 61(3)(c) as aid to cultural or regional activities when the same aid is not offered to privately owned fitness centres on equal terms.
