[EU]	For the costs incurred by the Commission under the procedure set out in Article 7, the Commission shall issue, within 90 days of the completion of the transport operation for which a Community financial support was granted a recovery order to the participating States having benefited from this Community financing for an amount corresponding to the provisions of the decision made by the Commission on the request for a transport service and representing at least 50 % of the transport costs.
