The idea for the concept originates from the designers, during the manufacturing process itself they are only the middlemen between the consumer and the product.

Anschließend wurde der Plan dem Amt für Wettbewerbs- und Verbraucherschutz (Urzą;d Ochrony Konkurencji i Konsumentów, nachstehend "UOKiK" genannt) vorgelegt, das ihn am 25. Juli 2003 unter der Bedingung billigte, dass keine staatliche Beihilfe gewährt wird. [EU]

The plan was then submitted to the Office for Competition and Consumer Protection (hereinafter 'OCCP'), which accepted it on 25 July 2003 on condition that no state aid would be provided.

This final decision could, however, be issued at the earliest one year after the adoption of the decision on restructuring conditions and had to be endorsed by the President of the Office for Competition and Consumer Protection (the Polish competition authority, hereinafter 'OCCP') as regards the compatibility of the waivers with the State Aid rules.
