Um die Verbraucher besser über die möglichen schädlichen Wirkungen von Haarfärbemitteln zu informieren und das Risiko der Sensibilisierung von Verbrauchern für Haarfärbemittel zu mindern, sollten die Etiketten von oxidierenden Haarfärbemitteln und bestimmten nicht oxidierenden Haarfärbemitteln, die stark und sehr stark sensibilisierende Stoffe enthalten, zusätzliche Warnhinweise tragen. In order to better inform the consumer about the possible adverse effects of hair colouring and to lower the risk of sensitisation to hair dye products among consumers, additional warnings should be printed on the label of oxidative hair dye products and of certain non-oxidative hair dye products containing extreme and strong sensitising substances.

Vorbehaltlich einer Entscheidung der Kommission, den Anwendungsbereich von Anhang IV auf Haarfärbemittel auszudehnen, dürfen diese Mittel keine Farbstoffe zum Färben des Haares enthalten außer die in Anhang IV aufgeführten, sowie keine Farbstoffe zum Färben der Haare, die zwar dort aufgeführt sind, aber deren Gebrauch nicht den Bedingungen dieses Anhangs entspricht. Subject to a decision of the Commission to extend the scope of Annex IV to hair colouring products, such products shall not contain colorants intended to colour the hair, other than those listed in Annex IV and colorants intended to colour the hair which are listed there but not used in accordance with the conditions laid down in that Annex.
