In the guidelines on national regional aid, operating aid is defined as aid "intended to reduce a firm's current expenditure" (point 25.4.26), while initial investment aid relates to "an investment in fixed capital relating to the creation of a new establishment, the extension of an existing establishment, or the commencement of an activity that involves a fundamental change in the product or procedure provided by an existing establishment" (point 25.4.6).
