Dezember 1995 [im Folgenden 'Alcoa-Dekret'] auf die Stromversorgung von Unternehmen, die Aluminium, Blei, Silber und Zink herstellen oder verarbeiten, begrenzt auf die bei Inkrafttreten des vorliegenden Dekrets bereits bestehenden, auf Inselgebieten gelegenen und unzureichend oder gar nicht an das nationale Strom- und Gasnetz angeschlossenen Betriebsstätten." [EU]	Article 1 of the 2004 Decree extended 'the [tariff] treatment laid down in Article 2 of the Decree of the Ministry for Industry, Trade and Crafts of 19 December 1995 ("the Alcoa Decree"] to energy supplies for the production and processing of aluminium, lead, silver and zinc, but only in respect of plants already in existence at the date of entry into force of the present Decree and located on islands with insufficient or no interconnection to the national electricity and gas grids'.
