[EU]	Following a complaint, the European Commission, by letter of 20 January 2003, put a number of questions to the Portuguese authorities concerning a parafiscal charge for the promotion of wine, levied by the Instituto da Vinha e do Vinho (Vine and Wine Institute), and measures funded by the revenue from that charge.
	In Artikel 1 Absatz 1 des Gesetzeserlasses Nr. 119/97, der den Anwendungsbereich der Abgabe definiert, wird außerdem festgelegt, dass "auf Weine und Weinerzeugnisse eine Absatzförderungsabgabe erhoben wird, die eine Gegenleistung für die vom Institut für Weinbau und Wein (IVV) erbrachten Dienstleistungen zur Rahmenförderung und Gesamtkoordination des Sektors darstellt". [EU]	Moreover, Article 1(1) of Decree-Law No 119/97, which defines the scope of the charge, provides that 'wine and wine products [...] are subject to the application of a promotion charge, which constitutes the compensation for the services provided by the Instituto da Vinha e do Vinho (IVV) in relation to the generic promotion and general coordination of the sector'.
