Als "zubereitete Riech-, Körperpflege- oder Schönheitsmittel" im Sinne der Position 3307 gelten - unter anderem - folgende Erzeugnisse: kleine Säckchen mit Teilen von Aromapflanzen; duftende zubereitete Räuchermittel; parfümierte Papiere oder Schminkpapiere; Lösungen für Kontaktlinsen oder künstliche Augen; mit Riechmitteln oder Schminken getränkte, bestrichene oder überzogene Watte, Filze oder Vliesstoffe; zubereitete Körperpflegemittel für Tiere. The expression 'perfumery, cosmetic or toilet preparations' in heading 3307 applies, inter alia, to the following products: scented sachets; odoriferous preparations which operate by burning; perfumed papers and papers impregnated or coated with cosmetics; contact lens or artificial eye solutions; wadding, felt and nonwovens, impregnated, coated or covered with perfume or cosmetics; animal toilet preparations.

Am 23. Juli 2010 erhielten die Kommission und die Mitgliedstaaten die wissenschaftliche Stellungnahme der Behörde (Frage Nr.
