November 2009 über den Schutz gegen gedumpte Einfuhren aus nicht zur Europäischen Gemeinschaft gehörenden Ländern [5] ("Grundverordnung") betreffend Einfuhren von Bügelbrettern und -tischen mit Ursprung in der VR China bekannt. [EU] On 2 October 2009, the Commission announced, by a notice published in the Official Journal of the European Union [4] ('notice of initiation'), the initiation of an anti-dumping investigation pursuant to Article 5 of Council Regulation (EC) No 1225/2009 of 30 November 2009 on protection against dumped imports from countries not members of the European Community [5] ('the basic Regulation') concerning imports into the Union of ironing boards originating in the PRC, limited to Since Hardware.

Am 30. Oktober 2006 führte die Kommission mit der Verordnung (EG) Nr. 1620/2006 (nachstehend "vorläufige Verordnung" genannt) einen vorläufigen Antidumpingzoll auf Einfuhren von Bügelbrettern und -tischen mit Ursprung in der Volksrepublik China und der Ukraine (betroffene Länder) in die Gemeinschaft ein. [EU] On 30 October 2006, the Commission imposed by Regulation (EC) No 1620/2006 [2] (the provisional Regulation) a provisional anti-dumping duty on imports into the Community of ironing boards originating in the People's Republic of China and Ukraine (the countries concerned).

Angesichts der vorstehenden Feststellungen wird der Schluss gezogen, dass alle Typen von Bügelbrettern und -tischen sowie die unter Randnummer 6 erwähnten wichtigen Teile davon dieselben grundlegenden materiellen und technischen Eigenschaften sowie dieselben grundlegenden Endverwendungen aufweisen und miteinander auf dem Gemeinschaftsmarkt konkurrieren. [EU] In view of the above, it is concluded that all types of ironing boards and the essential parts thereof mentioned in recital 6 above share the same basic physical and technical characteristics, have the same basic end-uses and compete with one another on the Community market.

Angesichts dieser Erkenntnisse und unter Berücksichtigung der unter Randnummer 148 zusammengefassten Aspekte, insbesondere der großen Handelsspannen und der Tatsache, dass die zusätzlichen Kosten weniger als einen halben Euro je Stück betragen werden, wird der vorläufige Schluss gezogen, dass Antidumpingmaßnahmen keine entscheidenden Nachteile für unabhängige Einführer von Bügelbrettern und -tischen in der Gemeinschaft bringen würden, auch wenn einige wohl etwas stärker belastet würden als die Einzelhändler. [EU] In view of the above, and taking into account the elements summarised in recital (148) above, in particular the high markups and the fact that the additional duty cost will be less than half a euro per unit, it is provisionally concluded that any anti-dumping measures would not have a decisive adverse impact on the situation of unrelated importers of ironing boards in the Community, although some of them would likely bear a somewhat higher burden than the retailers.

[EU] Based on information provided by the Union industry, it appears that the consumption of ironing boards in the Union has remained substantially stable since the publication of Regulation (EC) No 452/2007, having only slightly increased in proportion with the population increase of the Union due to the latest Union enlargement in 2007.

[EU] Therefore, and given that the market of ironing boards is mainly driven by the retail chains on the basis of price, it becomes more and more difficult for the Community industry to secure new orders.

Aus diesen Ausführungen lässt sich schließen, dass die Lage der 15 Gemeinschaftshersteller von Bügelbrettern und -tischen, die den Antrag unterstützten, sich in ähnlicher Weise verschlechterte wie die Lage des Wirtschaftszweigs der Gemeinschaft. [EU] In view of the above, it can be concluded that the situation of these 15 Community producers of ironing boards, which supported the complaint, deteriorated similarly to the situation of the Community industry.

Außerdem machte der Absatz von Bügelbrettern und -tischen weniger als 10 % des Umsatzes dieses Unternehmens aus. [EU] It is also noted that the sales of ironing boards did not represent more than 10 % of its turnover.
