Artikel 1 dieses Erlasses besagt, dass der Liquidator dafür zuständig ist, "dem für das Hochschulwesen zuständigen Minister die Verteilung der nach Ablauf des Liquidationszeitraums bestehenden Vermögensgegenstände, Forderungen und Verbindlichkeiten und des Saldos der Liquidationsbilanz auf die Universitäten Bordeaux I und Bordeaux IV vorzuschlagen".
